Abstract
The spread and expansion of the influence of international terrorist organizations on a global scale keep this phenomenon in the focus of academic interest. And it is not without reason that in the last few years the world’s attention has been drawn to the issue of war on terrorism and extremism, the global problems of mankind at the beginning of XXI century. The aim of this article is comprehension of the phenomenon of national discrimination that took place at the beginning of XX century in Nazi Germany in the form of Holocaust and has resurged in the activity of the Middle-East terrorist organization ISIL as means of fight against all infidels. The authors come to the conclusion that at the bottom of functioning of the Third Reich and the ISIL there are common ideological tenets concerning the methods of state establishing and the system of its further functioning. The main tools of such states are violence and physical extermination of the people on national and religious grounds as well as application of terror methods against civilian population.

Abstract
The article deals with the role and place of China in the major swing of the Russian Policy towards the East in response to the Western pressure upon the RF after the Crimea accession. The cornerstone of this policy is in the strengthening of the Russian-Chinese strategic partnership. China is the chief trade partner both of the US and the RF. It feels comfortable enough within the existing global economic system but is dissatisfied with the US global political domination. The impact of the growing power of China and the RF upon the one-polar system leads to increasing geopolitical rift between these two countries and the US. The US consider China as its most principal competitor, but deal a first blow at Russia as a weaker link in the China's rear. The rise of the Western enmity towards Russia diverts the attention of the US from China. But for China Russia is not a strong and important enough country yet: the value of our trade is not so big, we lack qualified staff, the level of confidence and reliability is low, but misinterpretation of Asiatic specificity is very great. Our countries have the common point of view on strategic global issues, but our local interests, ambitions and geography are rather different, from inconsistency to incompatibility. In conclusion, the author summarizes the results and prospects of the further development of the Russian-Chinese cooperation: it will be founded on the level of «strategic partnership» arrangement in the spheres of mutual interest in the East and in the West. The author believes that this level of cooperation would be much more profitable for Russia, than the allied relations because of the great difference in economic weight between our countries.

Abstract
The paper studies the main interpretations of political culture prevailing in Russian political science. Their methodological and theoretical foundations and perspectives in the elaboration of this phenomenon are subject to comprehensive analysis. The author substantiates the necessity of unilateral synthesis of scientific concepts in a systematic theoretical form. Such interpretation of political culture is only possible in the context of the entire political system identifying the peculiarities of its cultural organization and standard and value security. The political culture characterizes this system as a whole, with a special emphasis on its quality status, the established political order, the complex network of political interactions and the process of self-organization of people. The author offers an original conception of political culture as a form of political programming of society and reproduction of political relations in their institutional and subject-activity representation. It is concluded that the functioning of the political sphere of society is motivated, contently programmed, organized and instrumentally ensured by its political culture.

Abstract
The article discusses the credit consumer behavior and social factors affecting it. It focuses on identifying the relationships between the values of consumer society, conspicuous consumption motives and social factors that determine «the life on credit». The article features the results of the empirical study conducted by the authors, which lead to the conclusion about the interconnection of credit behavior and the factors considered.

Abstract
In view of the feminization of migration flows, the authors examine the particularities of the information needs of migrant-women, who arrived in Novosibirsk from Central Asia. The authors analyze the channels to obtain the information necessary for visiting adaptation, completeness and availability of information about conditions of stay, the thematic focus of the information which might be of interest to migrants. The research evaluates information gathered both prior to their arrival in Russia and that demanded in the region of residence. The article specifies some peculiar characteristics of information needs of women-mogrants, such as a more frequent use of information from migrants' ethnic networks than from official sources or their concerns about education and health care. The article touches upon the ways women-migrants get access to Internet sources and official Internet resources to locate information needed to solve vital issues. The authors prove the need to establish a system of information support of labour ethnic migration.

Abstract
The article reveals the essence, characteristics, content, and connection of the concepts of "self-realization", "self-actualization" and “professional and status self-realization of personality”. The author provides a comparative analysis of the scientific works by domestic and foreign scientists studying the problem of self-realization and justifies his own understanding of view on the matter. The article determines the specifics of the interdisciplinary interpretation of the concept of "status of professional self-realization of personality" in sociology.

Abstract
The article discusses the structure of the compensation packages of top managers and peculiarities of the rewards of managers in this group. The theory of agents’ relations and the concept of strategic management are used as the methodological basis for the requirements for bonuses and compensation packages of the top managers, which define their characteristics. The analysis of the practice of forming top managers’ compensation packages is based on the data from the major Russian companies sharing the ownership with the State. The analysis shows that in 2014 - 2015, in accordance with the requirements of the transparency of confidential information, the companies approved a new edition of the Corporate Governance Code. The annual reports based on this Code reflect more comprehensive information about the systems, the amount and structure of bonuses of the boards of management and the collective management bodies. The reward systems are built using the key factors of the work performance. Meanwhile, in some companies the rate of bonuses growth outpaces the growth of the net income and revenue. For the management purposes, the authors propose to structure the compensation packages according to the functions of the compensation policy. The compensation packages of the top managers of Russian companies are compiled using the elaborated approach. The requirements for the formation of the compensation packages of top managers are determined in the article. In order to eliminate the discrepancy between the rate of change in the bonuses of top-managers, the revenue and the net profit, it is proposed to establish a coefficient of concordance, which has to be approved by the board of management. The bonuses to members of the Board from the annual net profit should be determined according to the approved coefficient of concordance and the value of bonuses received over the year. The results presented in the article will be used in the future studies on the development of theory and practice of the compensational management.

Abstract
This article is devoted to the study of new marketing strategies used in green marketing. Green marketing includes both green products and green oriented companies. Companies that seek to enter the new "green" niche need to rethink the 4 P’s (product, price, place and promotion) of traditional marketing and use these new strategies to promote environmentally friendly products. Research into this field has yielded four main strategies of ecological marketing: "Lean green", "Defensive green", "Shaded green" and "Extreme green". Each environmental marketing strategy presented in this article is directly connected with the concept of the marketing mix it is related to. Many companies do not want to use all parts of the 4 P strategies but instead choose to use only specific elements of each. This allows companies to choose a tailored "green" marketing strategy to achieve their goals. Green marketing strategies help companies to develop products that are environmentally friendly and satisfy the requirements of consumers.

The article deals with investment projects which favour the development of import substitution in Altai Region. The basic requirements of the regional labour-market to the education of graduating students are analyzed. The author suggests some approaches to the human resource development. It is supposed that possessing of professional and management skills allows one to create investment projects as well as to estimate their economic effect.

Abstract
This article features results of research of specific properties and new possibilities of using marketing areas. For this purposes we analysed the main differences between traditional marketing and area marketing. We point out their most significant differences in the composition and content, evaluate competitive positions, purposes, methods, organizational support, place and role in the control system. The analysis disclosed the two-sided nature of the concept of "territory" in the marketplace as a special "commodity" with multiuseful value and as "major company" that produces a certain set of goods and services. On this basis, we formed some approaches to the identification and grouping of the competitive position of the territories. There are three groups: territorial competitive position, the industry's competitive position, territorial and industry competitive position. The article identifies the main purpose of marketing areas, aimed at creating an enabling environment for the implementation of investment proposals, providing the best growth prospects. It shows the place and the role of marketing territories as a key element in the development of control systems in market conditions. There are five stages of formation and development of marketing territories. Accordingly, there are five areas of development management models in market conditions. On this basis, we prove the possibility and the necessity of forming a multi-level development of the control systems in areas across the country as a whole. Each level of control in such system takes a proactive approach and learns new methods of presenting the territory for investors. It generates investment proposals and investment fields, negotiates and coordinates with other levels of management of their investment interests and goals to enable the development through "vectors as corridors" investment development. It implements a set of investment marketing mix. New processes to market-oriented multi-level governance model are described, such as: - management of competitive positions of the territory; - process of interaction with investors; - process of harmonization and lobbying interests of the territory; - process of self-development marketing territories.

Abstract
The subject of analysis in the article is the process of formation of the theory of economic modernization. The goal is to find out the main regularities of formation and its practical use. Methods of analysis include historical-logical analysis and synthesis. The results of the work are reflected in the following conclusions: modernization theory at its current state is not complete. No definition that would fully reveal the contents of the category has been coined yet, and the main branches of economic science do not pay proper attention to modernization as an independent subject of study. Certain aspects of the modernization of the economy, as subsidiary conclusions, were considered in the studies of economic dynamics, economic growth and cyclicality. The ideas of J. Schumpeter can be important for overcoming this vision of modernization. Synthesis of the main approaches to the theoretical and practical thinking on modernization allows one to distinguish the broad and narrow meanings. If the first of these meanings refers to the development and transformation of the entire social order, the other is the development of one of the spheres of social activity. Among the application areas of contemporary modernization of the Russian economy, the market-liberal model and the new (second) industrialization of the country can be pointed out. But both can be implemented only as an organic unity. The results of the study can be used in teaching of macroeconomics , in determining the strategy for the development of the economy as a whole and at the regional level.

Abstract
The purpose of the work is to evaluate the potential of a high school teacher; the subject of study is employment potential and competitiveness of the university faculty member; research methods include analysis of statistical data and online-survey. The article presents the results of the research potential of the university teaching staff in the conditions of ongoing reforms in higher education and in connection with changing requirements to higher education institutions forfaculty members. It was determined that faculty members demonstrate high loyalty and commitment, but average engagement. It was revealed that the institution creates proper conditions for development and self-realization, creativity and communication. It was confirmed that university professors have a high scientific and innovative potential and willingness to conduct research. The conclusion is that the employment potential of university staff is not used to the full. It was determined that the majority of the teaching staff appreciates personal competitiveness. And only one out of five is aware of the need to develop their personal competitiveness in line with the new requirements. The results of the study may be useful for university governance within the management of human resources quality.

Abstract
The article features the existing approaches to the evaluation of personnel. It presents the point of view of authors on this concept, on whose basis the personnel evaluation system of the organization is based. It features components of the staff appraisal system, such as goals and objectives, the object, the subject and assess of the conditions and factors, which influence the assessment of staff. It shows the relationship between the main elements of the evaluation system and the system of remuneration organization.

Abstract
This article focuses on marketing research of the environment of catering enterprises based on the example of the Wiener Wald cafe / confectionery in the city of Kemerovo. The study was conducted by in-depth interviews. Following the results of the study, management decisions were taken concerning changes in the parameters of the format. Thus, this study was a pilot one and more are to follow. The findings have been used in the activity of the company aimed at development of administrative decisions (such as offers of new services, new interior solutions).

Abstract
The article is devoted to the immediate problem of development of small business in the construction industry. The results of the analysis reflect the identified positive and negative trends in the development of construction enterprises: reduction in the number of construction companies, increase in staff turnover, lack of Finance, shortage of skilled workers. On the basis of analysis tmeasures directed on improvement and strategic development of the construction industry are suggested. A systematic set of activities was developed that focuses on: the application of Federal, regional and departmental targeted programs, the construction of business incubators, establishing of industrial parks, development of infrastructure systems in municipalities, creation of investment projects.
