Abstract
The present research investigates the phenomenon of political humour in modern Russian TV shows. The paper features the case of such wits and humour competition as the KVN Show (The Club of the Funny and Sharp-witted). The author describes the concepts of laughter, humour, and the comic and explains their political component. The research objective was to reveal the role of the KVN's political humour in the political culture of the country. The author used the method of discourse analysis to study the performances of the KVN teams in the Major and Premier Leagues taken from "YouTube". The research results are of particular interest, which make it possible to develop the issues of political humour and the phenomenon of the KVN.

Abstract
The priority goal of most companies in the process of formation of financial data on the availability and movement of accounts receivable is to reduce its time with no loss of quality. The goal can be achieved by the optimization of business processes. One of its directions can be electronic document management. The introduction of electronic document management will significantly reduce the processing of contracts, while ensuring acceptable completeness and reliability of information. An automatically generated daily report makes it possible to control receivables and respond to overdue debts. The article considers the process of implementation of the electronic document management system and emphasizes the effectiveness and feasibility of its use in the preparation of information on debtors accounts. One of the key circumstances is that after successful completion of all stages of automation, the implemented system should be constantly refined and improved. This is a major factor in the successful use of electronic document management for receivables management.

Abstract
The present paper identifies the specific features of the conflict between Madrid and Catalonia and its significance for the European Union. The Catalan conflict serves here as an example of the regionalism processes in the European Union. The author defines the conflict as postmodern, which determines the novelty of the research. The research employed integrated scientific methods. The comparative method was used to compare the economic, social, cultural, and political positions and aspects of Catalonia and Spain; the method of actualization was used to describe the situation taking into account the specifics of the region; the method of structural analysis was used to study the content of the conflict. The authors applied the systemic approach since the structure of the Spanish political system is extremely complex. Analytical expert articles, news reports, and video recordings were used as an empirical research base. As a result, some features of the conflict in the postmodern world were revealed and exemplified by the Catalan crisis.

Abstract
Personnel and their social and psychological characteristics map out strategic management tasks of a modern organization. The paper features the socio-psychological methods and technologies of personnel management in the civil service. The objective was to define the potential of management of civil servants with the help of modern socio-psychological technologies. The research employed the methods of scientific knowledge, such as system, situational, expert assessments, logical analysis, analogies, and sociological methods. The research results can be used by state structures when building their own personnel management systems. The study revealed the appropriateness of the socio-psychological orientation of personnel-technologies in the civil service and the structural format of the socio-psychological technologies in the management of civil servants. The authors built an integral model of adaptation of socio-psychological staff-technology to specific conditions. They also describe prevention of the professional burnout syndrome in public service. The study featured the case of Office of the Russian Federal Penitentiary Service in the Stavropol region.

Abstract
To improve the management systems of modern healthcare institutions, it is important to use the best methods and tools. The practice of quality management standards application indicates that they have to be adapted to the conditions of a particular organization. It should be based on actual involvement of staff in the improvement process. Moreover, demands and complaints of the personnel should be taken into consideration. First of all, one should define the difficulties which prevent the effective management and the methods of their elimination. Second, one should involve the staff in the reformation process. The study investigates ideas and demands expressed by the scientific medical institution management about work improvement. The main research method was an opinion poll based on an original questionnaire. The research subject was the management system of the Institute for Complex Issues of Cardiovascular Diseases of the Federal Agency for Scientific Organizations of Russia; the unit of observation was managers of the institution; the research scope involved 41 people working for research. The opinion survey was performed twice: when the improvements were planned (2010) and after the implementation of quality management system project based on the requirements of ISO 9001 standard (2015). The first survey (2010) revealed difficulties in the staff performance. They were grouped into five quality blocks. Each block included improvement measures. The obtained information became the basis for the design of the process model of quality management system. The second survey (2015) showed a change in the structure of difficulties and a weakening of their priority. The study of the demands made by the management personnel of the Research Institute provided an important information about the character of the necessary changes and revealed the drawbacks in the work. The research allowed the management to avoid the gap between the needs of the staff and the ongoing transformations. The authors believe that the ISO 9001 standard may be used as a methodological basis for systematization of the problems in management and their negotiation.

Abstract
Importance. The article analyzes the stages of development of tourism marketing as a field of scientific knowledge in the theory of marketing. Objectives. The purpose of the present research was to analyze the formation and development of the theory of tourist marketing abroad and in Russia. Methodology. The study was based on the content and comparative analysis of foreign and domestic fundamental works on the theory of tourist marketing. Results. The theory of tourist marketing was a logical continuation of the development of the theory of service marketing as a response to the formation of a service-type economy. In the process of evolution of the theory of tourist marketing, it went through two stages. The first stage (1965 – mid-1990s) was devoted to the study of the characteristics of marketing activities in the field of tourism and hospitality at the microenvironment level. The second stage began in the mid-1990s. It was the study of marketing technologies at the level of meso- and macrosystems. Conclusions. The conducted analysis showed that the domestic theory of tourist marketing is derived from foreign studies in this area. In addition, the author distinguishes two main stages in the development of marketing theory in tourism according to the object of study.

Abstract
The research features the problem of searching for a model of relations between the state and the business in the conditions of the changing development vector of the Russian economy. An important place in this discussion is the issue of the boundaries of the public and private sectors. Based on the analysis of modern approaches to models of government-business relations, the authors define the role of relations in the state-business tandem. The most effective form of relations is public-private partnership. The development of the partnership between the state and the business is a mechanismfor the implementation of socially significant projects, as close to the market as possible. It contributes to the socio-economic development and the changes in the development vector of resource regions. The paper introduces a classification of relations in the "state-business" tandem. The authors use the basis method of comparative analysis to distinguish two diametrically opposite models of state-business interaction, i.e. pluralistic and corporate. The approach based on the dichotomy of a liberal and a coordinated model is more promising for analyzing the interaction between the state and the business in regions with a mono-profile orientation.

Abstract
The paper offers an analysis of the problems and prospects of the most difficult branch of the Russian economy, i.e. coal industry. An attempt is made to find directions for diversifying the economy of a coal region. The authors suggested turning to the theory of value chains. The coal industry is the beginning of a chain of added value formation. The study confirmed the possibility of cooperation with the engineering industry for building new technological chains. The analysis also made it possible to put forward a hypothesis that localization on the territory of processing industries, based on related technologies within the framework of modern elongated and ramified supply chains and value chains, can become an instrument for overcoming "enclave" and reducing resource dependence of regions. Based on the analysis of patent sources, the authors defined the main directions of development of the coal industry that are currently in the focus of attention of the leading coal-mining countries and companies. On the basis of scientific research and design, the authors use the example of the Kemerovo region to determine the degree of technological development of the supported patents and the level of companies' readiness for joint projects with the machine-building industry.

Abstract
The research features the topical problem of formation and functioning of single-industry towns. The paper gives the quantitative parameters of some single-industry towns of the Russian Federation and the Far East, as well as the main factors of their development and related problems, such as unemployment, demography, migration, and absence of residents-investors. For example, a program of complex development of single-industry towns has been developed and implemented in the Republic of Sakha (Yakutia) with the main focus on creating new jobs. As a result, industrial enterprises are expected to attract at least 10,000 people from the local population by 2020. The author offers some possible solutions and substantiates the expediency of feasibility studies when choosing a method of development of each specific deposit. The studies should be based on the production capacity of the future enterprise. The obtained data predict when the local deposits will be exhausted and, thus, the prospective operation life of the settlement. Only after that, either stationary settlement or rotational team method can be chosen.

Abstract
The research features Internet cloud technologies to study the opportunities it provide for knowledge management of a particular organization and to offer an approach for their safe development. The research employed formal-logical and semantic analysis, comparative analysis, and descriptive method. The authors propose a list of opportunities provided by cloud technologies for managing the explicit knowledge of an organization and the formation of intellectual capital. They introduced a "spiral" approach based on the choice of "points of growth" with a gradual extension of the implementation area. The results obtained can be applied by organizations that have created corporate knowledge management systems to improve the efficiency by introducing modern information technologies. Modern information technologies, including cloud technologies, are constantly evolving and providing organizations with new opportunities to manage corporate knowledge, but they require approaches that would ensure their optimal implementation and an adequate methodological base.

Abstract
The present research features anthroposociality, economy, and technology as three dimensions of knowledge management in the firm. The purpose of the research is to substantiate the advancement of anthroposociality for knowledge management as the non-material dimension in the transition to the socialized knowledge economy in comparison with material dimensions. The research method is the analysis of conceptual models of knowledge management through the prism of the methodological triad "anthroposociality – economy – technology". The author proposes a new dimension of knowledge management in the firm, i.e. anthroposociality, and formulates the theoretical foundations of practical measures in technology and economy, which determine the correlation of the chosen dimensions of knowledge management in industrial economy, capitalized knowledge economy, and socialized knowledge economy. The author determines the priorities of these dimensions according to the objectives of knowledge management in a firm operating in one of the economies mentioned. The results can be used for the development of the personnel and social policies. Conclusions: 1. The theoretical basis "anthroposociality is the measure of practicality of the economy" is substantiated by the priority of the benefits of the social economy to the employees in the form of their health, as well as moral and material wellbeing in the society. 2. For knowledge management, the following aspects have been established: the predominance of technology in the industrial economy, since its goal is the production application of knowledge of employees to extract profit; the primacy of economy in the capitalized knowledge economy because of the goal of making a profit by developing the intellect of the worker; the priority of anthroposociality in the socialized knowledge economy due to the goal of the all-round development of the individual-worker by making a profit from the use of technology. 3. Development of the personnel and social policies of the firm, taking into account the proposed dimension of knowledge management, will increase the importance of anthroposociality in the management of a modern firm, which will become a condition for the goal-in-itself development of workers in the knowledge economy.

Abstract
The research features professional and pedagogical competencies of a mentor in the field of talent management with the aim of securing young specialists at enterprises. The authors analyze the most relevant typologies of mentors' competences according to modern challenges and requirements. They introduce an authentic typology of competency profile of the mentor at an enterprise. It includes four blocks: 1) the organization and planning of training in the workplace in order to improve the level of qualifications of the instructors; 2) the guidance and assessment of the work of the trainee; 3) rationing and assessment of the instructed; 4) raising one's own psychological and pedagogical competence as a mentor. The paper contains a methodology for self-diagnosis of the development of the psycho-pedagogical competences of the mentor at the enterprise. The results of the study are recommended for review and implementation in industrial plants. The present research was carried out within the framework of a comprehensive scientific and methodological development for the Temporary Research Team "Golden Standard for Child Development 2.0" of the Kazan Open University of Talents 2.0 on the topic "Formation of professional and pedagogical competences of mentors of enterprises in the field of talent management with the aim of securing young professionals at the enterprises of the Republic of Tatarstan".

Abstract
The paper features the condition of domestic and foreign markets of nonalcoholic beverages. The authors investigate the physiological value of soft drinks not only as products that satisfy the water requirements but also as a source of biologically active agents. The research defines segments and subsegments of the soft drinks market. The article introduces the data on the industrial and trade product range (2010–2016). The authors give various reasons of decrease in the demand for particular types of production (tonics), enumerate the main market leaders, describe the regional structure of production in various Federal districts, and analyze statistical data on volumes of domestic production and import of soft drinks. They also define the problems and the perspectives of the market of soft drinks.

The article deals with the problem of effective management of online microlenders on Russian credit market. Ineffective management may lead to bad consequences. The research objective was to develop recommendations for improving online-microcredit’s management. The authors determined the specifics of online microloans, defined the phases of online microloan process, and described the advantages and disadvantages for the microlending market and separate microlenders. The paper gives actual information about online microlenders, describes the development trend, and gives some recommendations that can be useful for microlenders that provide online-microloans.

Abstract
The paper features the problems of strategic management of social and economic development at the regional and municipal levels. Currently, the legal and the regulatory framework that ensures the management of socio-economic development at the regional and municipal levels is quite dynamic and corresponds with the current conditions and challenges. The legal and regulatory framework in the field of strategic management is formed not only as an institutional basis for socio-economic development: it also represents a thoroughly developed system of methods and tools for developing strategic documents and ensuring their implementation. However, normative legal documents reflect, as a rule, a traditional view of the implementation of the strategic planning process, formed within the scientific schools of design and planning, with the inclusion of individual elements of advanced technologies of strategic management. Federal authorities have consistently formed the basis for the actual strengthening of the role of the methodology of strategic management in regional and municipal management. The consistent implementation of the program-target approach, the methodology of strategic planning, the principles of project management in the practice of state and municipal management forms the basis for applying the principles of agile public administration as the basis for strategic management in real-time. Independence, initiative, innovation, openness, agile, competence, and high motivation will increasingly determine success in the practice of state and municipal government. Hence, successful work on overcoming the resistance of the administrative bureaucratic management system will be a pledge of effective implementation and application of mechanisms and technologies of project management and agile public administration.

Abstract: The research features the impact of city-forming enterprises on the main spheres of functioning of Russian single-industry towns. The paper shows why a city-forming enterprise often becomes the leading actor in solving the social problems of the whole town, as well as its own employees and their families. This happens because this kind of social support strengthen the labor relations between the enterprises and their own employees, which resulted in "additional financing"of the territory by the city-forming enterprises in many regions. Agreements on social and economic cooperation between representatives of the regional or municipal power and business are a good example of the social functions adopted by city-forming enterprises. Many large enterprises of Kemerovo region have been involved in this practice for years.

Abstract
The research features the issues of development of monoprofile municipal formations through the prism of project management methodology, which was previously applied to investment projects of private companies and had mostly theoretical relation to the municipal level. The paper presents a consolidated view on the approach to the implementation of project management methodology in single-industry towns and an attempt to predict the outcome of this process. The author describes the steps taken towards implementation of project management at the municipal level in 2015–2017, including the process of managerial competences formation in project managers dealing with the projects of development of municipal formations with a single-industry economy. The research systematizes the intermediate results of the priority program "Complex development of single-industry towns" in the direction "training of teams managing projects of development of single-industry towns". An attempt was made to relate costs to results planned by the program. The author believes that the training cost resulted in quantitative changes in the development of single-industry towns. However, no changes were recorded at the qualitative level, which could eventually lead to the initiation and implementation of viable and sustainable investment projects that contribute to the synergetic development of the economy of single-industry towns.

Abstract
The current market trends and the wide variety of goods result in the need for different sales channels. Such channels can include from one to several intermediaries and differ in principle from the cost of use. As a result of modern information and communication technologies, new types of distribution models emerge, as well as new opportunities for the formation of this type of business in any remote territory, thereby expanding the market's boundaries. The article considers the experience of forming and transitioning to various models of distribution business in the Amur region, depending on external and internal market conditions, while the distribution of the roles of market players will be of great importance in terms of the ability to penetrate the target market and the amount of profit or profit. The transition from one model to another is accompanied by the desire of companies to monitor the entire value chain of the final product, while various business may reduce transaction costs and scale down. Finding the optimal version of the model will depend on many factors, such as: the relationship between investment and optimal specific assets; number of projects and average distribution costs; acceptable level of receivables.

Abstract
The research features the main factors that influence the effectiveness of team work, i.e. the size of the team, the age and sex its members, their psychological compatibility, cohesion, and relationship character. The paper proves the ambiguous nature of the influence of these factors on team work effectiveness and states the need for a situational approach. The authors believe that the size of the team and its cohesion produces a positive effect on the team work and establish various types of effects, e.g. the effect of social laziness, the effect of freedom from obligations, the effect of conformism, the effect of one-sidedness, the halo effect, etc. According to the authors, the cooperation and rivalry are the main styles of relations in team work. The propositions expressed by the authors expand the field of scientific discussion on the problem of the effectiveness of team work.

Abstract
The research features the Khanty-Mansiysk hostel market as a promising area of small business. The main objective of the study is to develop practical recommendations for the opening of hostels in the city of Khanty-Mansiysk. To achieve this goal, the following problem issues were studied: foreign experience in the development of hostel market, evaluation of supply and demand for hotel business in Khanty-Mansiysk, pricing in the hotel services market, and business climate for the development of the hostel market. The authors used the methods of statistical and comparative analysis, special methods of economic analysis, as well as the method of strategic planning SWOT-analysis. As a result of the research, the authors formulated proposals for the opening of hostels in Khanty-Mansiysk. The recommendations can be used by entrepreneurs engaged in the local hotel business. The proposals can also be useful to Khanty-Mansiysk administration in developing a strategy for the social and economic development of the municipality.

Abstract
In the process of diversifying the economy of single-industry towns, a contradiction may appear between the homogeneous professional composition of the population and the need for personnel with diverse professional and qualification characteristics. Elimination of this risk lies in the field of diversification of vocational education. The task of the study was to diagnose the degree of diversification of secondary vocational education in single-industry towns with the status of a territory of advanced socio-economic development. The definition of this characteristic was considered as the definition formed to date, one of the prerequisites for the implementation of the program for the development of single-industry towns. The present research features the existing differences between single-industry cities with the status of territory of advanced socio-economic development in terms of the degree of diversification of secondary vocational education. The authors analyzed the mid-level training programs and programs for training skilled workers and employees that are being implemented in the 2017/18 school year. On this basis, a typology of single-industry towns was developed and proposed. This typology can form the basis for the development of a set of strategies for the diversification of free software for single-industry towns of different types. This, in turn, will make it possible to introduce into the development program of each single-industry town a project to transform the vocational qualification structure of the population in accordance with the needs of a diversifying economy, which will increase the level of complexity of the program for developing a single-industry town as a whole.

Abstract
The paper features some relevant issues of developing an adequate policy in the field of urban water supply. The authors analyze the information systems of innovative management of organizations of the urban water utilization scheme, recycling of water resources and sewage. They identify the specifics of information systems from the point of view of their use in the Russian practice of sustainable water supply. The research involved analytical and logical methods, as well as theoretical developments in the field of management of urban organizations. As a result, the authors managed to identify the tools for the strategy of sustainable urban water utilization scheme. They prove that its development is hindered by the lack of comprehensive and reliable information to support strategic development, policy development, and management decisions. Based on the analysis of information systems, they point out topical issues that need to be addressed at various levels and introduce new principles for the urban water utilization scheme. Sustainable urban development is inextricably linked with the solution of the water supply problem, including recycling of water resources and sewage. The paper offers some provisions for a sustainable urban water supply strategy.

Abstract
The quality of life of people and the degree of focus of market economy on the interests of people depend to a great extent on the structure of public institutes, which include formal and informal norms, rules and the organizations that support them. To develop these norms and rules, it is necessary to rely not only on rational considering and calculation of the interacting parties, but also on habits, customs, and traditions. The universal nature of functions of public institutes always acts in the specific ethical cover that reflects the culture of people, their idea of the social justice focused on three fundamental values: equal opportunities, overcoming excess inequalities, and providing honest rules of the game. The institutionalization process includes stages connected with understanding and acceptance by the majority of the principles of socially oriented economy, development of the particular rules, and mechanisms supporting them. Some institutes perform functions of control over the flaws of the market mechanism, others are aimed at alignment of excess social and economic inequalities and ensuring the compensating advantages to everyone.

Abstract
The research features the problem of search for modern management technologies for the development of single-industry towns. The author proposes the framework concept "Five Steps of Routine Improvement" as a tool for improving the urban environment. It establishes a differentiated approach to the selection of projects for improvement for each single-unit municipal entity. The paper gives an analysis of the sequence of actions announced within the framework of the 5 steps of the concept. The main problems are connected with the attitude of the municipal authorities and the involvement of residents in solving the problems of the urban environment. The social orientation of the steps of the concept makes it possible to solve the problem of involvement of citizens and to overcome the mentioned problems. To raise municipal management effectiveness, the author proposes to monitor infrastructure facilities to attract business and thus solve the problem of financial resources. A project approach and a complex analysis of all components of the concept can overcome all the barriers.

Abstract
The auther reviews the multi-authored monograph "Normal Anomie" in Russia and the Modern World". The monograph examines the use of the concepts "anomie" and "anomial state" that are currently undergoing a serious transformation. The authors investigate some "pathological" forms of society, taking into account the possibilities of a holistic sociological review of the state of affairs in such relevant areas as the methodology of the anomial state of modern society, the correlation of threats and expectations of risks in the modern world, "anomie" and "norm" on the Internet, etc. The monograph demonstrates the problem of methodological gap between the studies of normal anomie problems in a society of risks and vulnerabilities and the choice by Russian citizens of new nonlinear schemes and technologies of social relationships. The emerging situation of "normal anomie" has a positive functional orientation, which is largely due to the consequences of world globalization processes. The authors of the monograph believe there is a possibility that Russian society will use a holistic / systemic picture of the transformation of social conditions, taking into account the specific application of the sociological approach in the study of the "new anomie". It is emphasized that the anomial state is the norm of social development of the modern time. Ambivalence in assessing events, resources, tools, and temporal characteristics allows us to consider the multiple, mobile, and "living picture" of the transformation of social relations in the modern world.
